Should Philippine Laws Impose Fines Against Noisy Activists?

It's time to face it that just because the Philippines is a democracy is not a call that you can just do as you please. There's the freedom of choice, freedom of speech and various freedoms -- but whenever there are rights there are DUTIES to perform. They always come together. It's all about check and balance. Unfortunately, these activists are already misusing and abusing their right to free speech!
Yes, I'm talking about them making unnecessary noise in public. I don't suggest that these people should automatically go to jail if they haven't hurt anyone or destroyed property. Instead I propose giving them a fine that should at least discourage them. Maybe a fine of PHP 1,000.00 minimum and upwards would at least make them shut up. Can you imagine those clowns losing PHP 1,000.00 per head every time they disturb the public peace and order?
Just because people don't go to jail doesn't mean that they haven't broken the law. Sure, they aren't automatically charged as criminals but they still broke the law nonetheless. That's why there's civil laws to deal with non-criminal offenses. Give those idiots a hefty fine and maybe, just maybe they will start to respect the rights of people to public peace and order.
