President Rody Duterte pushed for a curfew for minors but the Yellowtards blocked it. His purpose was to protect children from bad influences. Unfortunately, the Yellowtards said it was against children's rights.

During the time the President pushed for it, I recall seeing photos of students from exclusive schools protesting the proposal of having a curfew for minors. 




These protesting privileged kids who probably grew up in gated communities were clueless about the social dynamics in poor neighborhoods. Anyone who has lived in depressed areas knows that the streets are littered with unsupervised minors.

Self-righteous and moralistic, these wild-eyed protesting students who come from exclusive schools think that a "one-week-emersion" in these neighborhoods gives them the experience to judge the situation.

Kids below 18 years of age know they can't be touched by the law, so it motivates them to become criminals. They become drug-runners like Kian and eventually become professional criminals.

A whole generation of children is damaged because of Kiko Pangilinan.




Under Kiko Pangilinan's stupid law, "the Juvenile Justice Welfare Act of 2006," young criminals are exempt from punishment even if they have committed heinous crimes, push drugs, or act as drug runners.

The Republic Act 9344, or the Juvenile Justice Welfare Act of 2006, authored by Sen. Francis “Kiko” Pangilinan, persons 15 years old and below cannot be imprisoned even for heinous crimes like rape and murder.




Based on the provisions of that law, the police and the Department of Social Welfare should first determine whether an offender 16 to 18 years of age had “discernment,” meaning the person must have known what he or she was doing during the commission of the crime.

The President and many others find the law really stupid because, according to the columnist Ramon Tulfo, "in this age of television and the Internet, or the information highway, a 14-year-old kid’s maturity is equivalent to that of a person 20 years of age before the advent of multimedia outlets".

"If RA 9344 is a stupid law, what does that make of Pangilinan and his colleagues who passed the law", Ramon Tulfo added.

Tulfo also said that because of Pangilinan’s law, "three minors who beat up 21-year-old Albert Talon for no apparent reason are out scot-free."




Talon was on his way home from work in Dasmariñas, Cavite province when he crossed the path of the three young neighborhood toughies.

The three were allegedly under the influence of drugs.

The assault was so severe Talon lost all his teeth. His jaw has been dislocated as a result of the incident.

Asked why they did it, the three said: “Kursunada lang (just for the thrill of it).”
